AI cameras headed for two of Brisbane’s busiest public pools

Brisbane is about to become a live test bed for one of the more emotionally charged applications of artificial intelligence yet seen in Australia: watching over people in the water. Brisbane City Council has confirmed it will install AI-powered cameras at two of its busiest public pools, using computer vision to scan the surface and depths for the tell-tale signs of a swimmer in distress and to alert lifeguards before a quiet struggle becomes a tragedy.

The move, first reported by The Courier Mail, places one of the country’s largest local governments at the front of a debate that pits an obvious public-good argument against equally real worries about surveillance, privacy and the limits of the technology itself. For a city that runs a sprawling network of aquatic centres through the warmer months, the stakes are not abstract.

How the technology works

Drowning-detection systems of the kind now being deployed around the world typically combine overhead and underwater cameras with software trained to recognise the body language of someone in trouble. Real drowning rarely looks like the thrashing and shouting depicted in films. It is usually silent and fast, with the victim vertical in the water, unable to call out and often submerged within seconds. That is precisely what makes it so hard for even attentive lifeguards to spot in a crowded pool full of splashing swimmers.

The AI works by continuously analysing the movement of every body in the water, flagging a swimmer who sinks and fails to resurface, or whose motion pattern signals distress. When the system detects a likely emergency it fires an alert, usually to a smartwatch or poolside beacon carried by lifeguards, pinpointing the location so responders can reach the person in the narrow window that matters. The technology does not replace human staff. It is pitched as a second layer of vigilance that never blinks, never gets distracted by a difficult customer at the kiosk and never loses concentration in the last hour of a long shift.

Why Brisbane, and why now

Queensland carries a heavy burden when it comes to drowning. The state’s climate keeps pools, rivers and beaches busy for much of the year, and public aquatic centres are a fixture of suburban life. Every summer brings fresh warnings from water-safety bodies about the risks to children and weaker swimmers, and every preventable death places renewed pressure on councils to show they are doing everything possible.

Against that backdrop, the appeal to Brisbane City Council is easy to understand. Fitting two high-traffic venues with the technology gives the council a controlled way to measure whether the systems perform as advertised in Australian conditions, with local crowd sizes, water clarity and staffing models. If the trial reduces near misses or speeds up response times, the argument for a wider rollout across the council’s network becomes difficult to resist.

Two ways to read the decision

Supporters of the plan frame it in the simplest possible terms. If a camera and some clever software can shave seconds off the time it takes to reach a child slipping under the surface, the investment pays for itself the first time it works. Water-safety advocates have long argued that technology should be enlisted wherever it can supplement human judgement, and drowning detection is one of the clearest cases where a machine’s tireless attention genuinely complements a lifeguard’s experience. Similar systems have been credited with assisting rescues at aquatic centres in Europe and North America, and vendors point to a growing body of real-world saves.

The counterargument is not that the technology is useless, but that it invites complacency and raises questions councils have not always answered well. Civil-liberties observers worry about the steady normalisation of camera surveillance in public spaces, particularly settings where children and families are undressed and vulnerable. Who holds the footage, how long it is kept, whether images are processed on site or shipped to a vendor’s cloud, and what happens if the data is breached are all fair questions that a media release rarely addresses. There is also the risk of over-reliance: a system that generates too many false alarms trains staff to ignore it, while one that misses a genuine emergency could create a false sense of security that erodes the human vigilance it was meant to support.

What it means for Australia

Brisbane’s trial will be watched closely well beyond Queensland, because it lands at a moment when Australian governments at every level are wrestling with how far to let AI into public life. State and territory administrations have spent the past year commissioning reviews, drafting assurance frameworks and, in South Australia‘s case, convening a royal commission into artificial intelligence. A council quietly wiring up its pools with machine vision is a reminder that the technology is arriving in everyday municipal services faster than the rules governing it are being written.

The pools programme also fits a broader pattern of Australian public bodies adopting AI for safety and monitoring, from transport networks trialling cameras that catch drivers on their phones to hospitals testing algorithms that flag deteriorating patients. Each deployment carries the same twin promise and peril: measurable gains in safety set against the slow accretion of surveillance and the governance debt that follows when technology outruns policy. How Brisbane handles the privacy, transparency and accountability questions around its pools could become a template, for better or worse, that other councils reach for when their turn comes.

What’s next

For now, attention turns to the practical detail the council has yet to spell out in full: which two venues will host the cameras, how long the trial will run, what success will be measured against, and how the council will safeguard the images the systems capture. The credibility of the programme will rest heavily on those specifics. A transparent trial with clear reporting and strong data protections could build public confidence and pave the way for a citywide rollout. A rushed deployment that leaves families guessing about who is watching, and why, risks turning a genuine safety innovation into another flashpoint in Australia’s uneasy relationship with everyday surveillance.

Either way, the water is about to get a new set of eyes, and Brisbane’s swimmers will be the first in the country to find out whether they help.
