News chiefs accuse AI firms of stealing Australian culture

The people who run Australia’s largest news organisations have delivered a blunt message to the global technology giants building artificial intelligence: the country’s journalism is not a free resource to be hoovered up, repackaged and sold back to readers by a machine.

AI cameras headed for two of Brisbane’s busiest public pools

In a rare show of unity across a fiercely competitive industry, the chiefs of the ABC, SBS, Nine and News Corp Australia have argued that AI companies have effectively helped themselves to decades of local reporting, commentary and culture to train their large language models, and that they should now be paying for the privilege through formal licensing arrangements. According to the ABC’s report on the intervention, the executives framed journalism as a public good that underpins Australian democracy, and warned that letting it be strip-mined for nothing threatens the very thing that makes the models useful in the first place.

Why this fight is happening now

The tension has been building for years, but it has sharpened as chatbots and AI-powered search increasingly answer questions directly rather than sending readers to the publishers who did the original work. When a model summarises the day’s events, it is drawing on training data that, in large part, was written by journalists who were paid by newsrooms. The publishers argue that this is a straightforward transfer of value: the cost of producing the news sits with them, while a growing share of the benefit accrues to companies headquartered in California.

Australia has been here before with a different set of platforms. The News Media Bargaining Code, introduced in 2021, forced Google and Meta to strike commercial deals with local publishers in return for carrying their content. Those arrangements have since frayed, with Meta declining to renew several agreements, and the news bosses appear determined not to let the AI era repeat the same pattern of content being taken first and negotiated over later, if at all. Their pitch is that licensing should be the default, not an afterthought extracted through regulation or litigation.

Two sides of the argument

The publishers’ case rests on both principle and economics. They contend that quality reporting is expensive, slow and increasingly rare, and that a functioning democracy needs someone to sit through council meetings, court cases and budget lock-ups. If AI systems can absorb all of that output without contributing to its cost, the argument goes, the incentive to keep funding newsrooms collapses, and the models eventually run out of fresh, reliable material to learn from. In that framing, licensing is not just fair, it is self-preservation for the entire information ecosystem.

The technology companies see it differently. Their position, argued repeatedly in courts and submissions around the world, is that training a model on publicly available text is a transformative use that does not reproduce the original articles and should be treated as fair dealing rather than infringement. Some in the sector also point out that a handful of large publishers have already signed lucrative content deals with AI developers, which complicates the claim that the material was simply stolen. The counter from smaller outlets is that those deals are available only to the biggest players, leaving regional and independent mastheads with all of the risk and none of the payments.

There is also a genuine legal grey zone at the heart of the dispute. Australian copyright law does not contain a broad fair use exception of the kind that US companies lean on, which means the question of whether scraping local journalism for training is lawful here has never been squarely tested. That uncertainty is exactly why the news bosses are pushing for negotiated deals now, before the practice hardens into an assumed right.

What it means for Australia

For Australian audiences, the stakes are not abstract. The country already has some of the most concentrated media ownership in the developed world, and regional news has been in structural decline for a decade, with dozens of local titles closing or going digital-only. If AI accelerates the loss of advertising and subscription revenue without returning value to publishers, the practical result could be fewer reporters covering the places and institutions that shape everyday life, from suburban courts to remote shire councils.

There is a cultural dimension too. Language models trained overwhelmingly on American and British text tend to reflect those idioms, assumptions and reference points. The news chiefs argue that Australian journalism carries a distinctly local voice and record, and that if it is absorbed into global systems without recognition, the country risks having its own story told back to it in someone else’s accent. That concern lands in the middle of a broader national debate about sovereign AI capability, and about whether Australia is building its own technology or simply hosting and feeding everyone else’s.

The federal government is watching closely. Canberra has been consulting on AI regulation and on how existing copyright settings should adapt, and the Attorney-General’s Department has been weighing whether the current text and data mining rules are fit for purpose. A coordinated demand from the four biggest news players adds considerable political weight to calls for a licensing framework, and it lands at a moment when the government is already under pressure to show it can hold large technology companies to account rather than being outmanoeuvred by them.

What happens next

In the short term, expect more of the negotiation to happen in public. The publishers have signalled they would prefer commercial deals struck directly with AI developers, but their willingness to use the language of theft suggests they are also laying the groundwork for a regulatory or legal push if talks stall. Any move toward a mandatory code, similar in spirit to the bargaining code that targeted Google and Meta, would take months of consultation and would almost certainly draw fierce resistance from the technology sector.

The bigger question is whether a workable price can be found for something as diffuse as a nation’s journalism. Licensing individual articles is one thing, but valuing the contribution that decades of Australian reporting has already made to models that are now in the market is far harder. However that is resolved, the intervention marks a shift in tone. The country’s news leaders have moved from quietly worrying about AI to publicly accusing its builders of taking what was not theirs, and they are betting that a united front will force the conversation onto their terms.
