Canberra to set up central AI office to steer regulation

For the better part of two years, Australia’s approach to governing artificial intelligence has been spread thinly across departments, advisory panels and voluntary standards, with no single body holding the pen. That looks set to change. The federal government is preparing to establish a dedicated office to coordinate how the country regulates AI, a move that would give Canberra a central point of authority over a technology that has raced ahead of the rules meant to contain it.

The plan, reported by The Economic Times, would create a government AI office charged with drawing together the strands of policy that currently sit in different corners of the bureaucracy. Rather than inventing a brand new regime from scratch, the office is expected to act as a coordinating hub, aligning the work already under way on high-risk AI, procurement standards, safety guidance and the broader question of how existing laws apply to systems that write, decide and generate at scale.

How Australia got here

The context matters. Since generative AI tools broke into the mainstream, the Albanese government has run a series of consultations, released voluntary safety standards and floated the idea of mandatory guardrails for high-risk uses. What it has not done, to the frustration of both industry and civil society, is settle on a single institutional owner for the problem. Responsibility has been shared between the Department of Industry, Science and Resources, the digital transformation agencies, privacy and consumer regulators, and a rotating cast of expert advisers.

That fragmentation has been a recurring complaint. Businesses trying to invest in AI have struggled to work out which agency they answer to, while advocates worried about bias, surveillance and automated decision-making have found accountability diffused across too many desks. A central office is the government’s answer to both grievances, at least on paper. Industry and Innovation Minister Tim Ayres has signalled repeatedly that the government wants to encourage AI adoption while managing its risks, and a coordinating body fits that framing of getting the settings right without smothering a fast-moving sector.

The news

What is being described is a machinery-of-government change rather than a new law. The office would sit inside the federal structure and take carriage of coordinating AI regulation, giving departments, regulators and the private sector a clearer line of sight into where policy is heading. For a government that has leaned towards a risk-based model, borrowing conceptually from the European Union’s tiered approach without adopting its full statutory weight, a dedicated office is the connective tissue that has so far been missing.

The move also lands at a moment when other jurisdictions are consolidating their own AI oversight. Britain has stood up an AI Safety Institute, the United States has cycled through executive orders and agency guidance, and the EU’s AI Act is now working through its implementation phases. Australia establishing a coordinating office reads, in part, as a signal to international partners and investors that Canberra intends to be a serious, predictable player rather than a policy laggard.

Two ways to read it

Supporters of a firmer approach will welcome the step as overdue. Consumer groups, unions and digital rights advocates have argued that voluntary standards and scattered oversight leave Australians exposed to automated decisions in hiring, lending, welfare and policing, with little recourse when things go wrong. A central office, on this view, is the first structural acknowledgement that AI governance needs a permanent home rather than a series of one-off inquiries.

The technology sector’s reaction is likely to be more mixed. Many local AI firms and the multinationals operating here have said they want clarity above all, and a single coordinating body could deliver exactly that. Others will watch nervously for any sign that coordination becomes a euphemism for a heavier compliance load. The industry line, articulated through bodies such as the Tech Council of Australia, has consistently been that regulation should be proportionate and should not blunt the country’s competitiveness in a field where talent and capital are highly mobile. The test for the new office will be whether it reduces uncertainty or simply adds another layer to navigate.

What it means for Australia

For Australian businesses, the stakes are practical. Banks, insurers, retailers and health providers are already embedding AI into everyday operations, and each has been forced to make its own judgement calls about what is permissible in the absence of clear national rules. A coordinating office could shorten that guesswork, standardising expectations around transparency, data handling and human oversight. That would be especially valuable for small and medium enterprises, which lack the legal firepower to interpret a patchwork of guidance on their own.

There is a sovereignty dimension too. Australia has been debating how to build domestic AI capability, from local model developers to the data centres and energy supply needed to run them. A credible regulatory framework is part of that equation, because it shapes whether global firms choose to invest here and whether Australian-made systems can be trusted at home and exported abroad. Get the balance wrong in either direction, too loose or too heavy, and the country risks either eroding public trust or driving activity offshore.

The office also intersects with the harder edges of the AI debate that have already surfaced in Australia, from deepfakes targeting school communities to questions about AI in government hiring and the use of automated tools in sensitive public services. A single coordinating body gives those issues somewhere to land.

What’s next

The critical detail still to come is how much teeth the office will have. A purely advisory coordinator that harmonises existing efforts is a modest reform; a body with real convening power over regulators, procurement and standards would be far more consequential. Watch for the office’s remit, its funding, where it sits in the bureaucracy and whether it is paired with the long-discussed mandatory guardrails for high-risk AI. Those decisions will determine whether this is a genuine turning point in Australian AI policy or another well-intentioned layer in an already crowded landscape.
