Australia’s growing appetite for shaping how artificial intelligence is regulated is starting to reach beyond its own borders, and the latest signal points north, towards Papua New Guinea and the wider Pacific. Reporting out of Port Moresby says a lift in Australian funding for AI governance is expected to benefit PNG and its island neighbours, framing Canberra’s development spending as a lever for how the region writes its own rules on a technology that is arriving faster than most governments can legislate for it.

The detail is still thin, but the direction of travel is not. For several years now, Australia has positioned itself as the Pacific’s partner of choice on everything from undersea cables to cyber security training, and AI governance is a natural extension of that work. Small Pacific administrations rarely have the in-house legal, technical and policy capacity to draft AI rules from scratch, which leaves a gap that larger powers are keen to fill. When that gap is filled by Canberra rather than by Beijing or by a patchwork of commercial vendors, it matters a great deal to Australia’s long-term standing in its own neighbourhood.

Why governance, and why now

The timing reflects a broader shift in how governments talk about AI. The conversation has moved on from raw enthusiasm about productivity gains to harder questions about accountability, data sovereignty and the risk of automated decisions going wrong in areas like welfare, policing and health. Australia has been wrestling with exactly those questions at home, from tighter rules around automated decision-making in government services to debate over a dedicated national AI office. Exporting some of that thinking, and the money to build capacity around it, is a logical next step.

For Pacific nations, the appeal is straightforward. AI tools are already showing up in the region through mobile phones, banking apps, disaster-response modelling and the everyday platforms citizens use. Governance frameworks, by contrast, are almost entirely absent. Without local rules, decisions about how AI handles the data of Pacific Islanders default to whatever a foreign provider decides, and the region has learned the hard way with past technology waves that being a rule-taker rather than a rule-maker carries a cost. Australian funding aimed at building governance capacity, rather than simply donating tools, is intended to change that dynamic.

Two ways to read the move

Supporters of the approach see it as exactly the kind of practical, low-drama assistance the Pacific keeps asking for. Rather than grand infrastructure projects that generate headlines and then struggle with maintenance, capacity building in governance is cheap, durable and hard to walk back. It leaves behind trained officials, drafted policy and institutional habits that outlast any single grant cycle. On that reading, helping PNG and its neighbours stand up credible AI oversight is both good development policy and quietly good strategy, because a region that trusts Australian institutions is a region less likely to drift into other spheres of influence.

The more sceptical view is that governance funding can easily become a soft-power exercise dressed up as altruism, and that recipients are right to ask whose interests the resulting frameworks ultimately serve. If Australian-funded advice nudges Pacific nations towards standards that suit Australian firms, or towards data arrangements that route information through Australian systems, then the language of partnership can mask a more familiar pattern of dependency. There is also a fair question about whether Canberra has fully settled its own AI settings. Australia is still debating the shape of its domestic regime, so there is some risk in exporting a model that remains a work in progress at home.

What it means for Australia

For Australian readers, this is not a distant aid story. It sits at the intersection of two things Canberra says it cares about most: technological sovereignty and Pacific security. Every credible analysis of Australia’s strategic position in recent years has stressed that influence in the Pacific is contested and cannot be taken for granted, and technology has become one of the sharpest fronts in that contest. Helping shape the region’s AI rules is a way of extending Australian norms without the cost or the friction of hard infrastructure.

There is a domestic dividend too. Australian universities, law firms, cyber-security specialists and AI policy advisers stand to gain from a steady pipeline of regional work, much as they already do in cyber capacity building. That builds an ecosystem of expertise that Australia itself needs as it grapples with the same issues internally. The more Australian institutions are engaged in drafting AI governance for the Pacific, the more they sharpen skills that feed back into the domestic debate over how the country regulates the technology at home.

It also carries reputational weight. Australia has been criticised in the past for treating the Pacific as a strategic chessboard rather than a set of partners with their own priorities. Getting AI governance support right, which means listening to what PNG and other nations actually want rather than imposing a template, is a test of whether Canberra has learned that lesson. Done well, it strengthens trust. Done clumsily, it risks confirming old suspicions about Australian motives.

What’s next

The immediate questions are practical ones. How much money is involved, over what period, and through which channels: bilateral programs, regional bodies like the Pacific Islands Forum, or multilateral partners. Just as important is what the funding actually buys. Training and secondments, model legislation, ethics frameworks and data-protection regimes would each leave a very different footprint, and the balance between them will reveal how seriously Canberra takes local ownership.

Watch, too, for how PNG responds. As the largest and most populous nation in the region, Port Moresby’s appetite for AI governance will set the tone for smaller neighbours, and its willingness to build genuinely independent oversight, rather than lean permanently on Australian expertise, will be the real measure of success. If the funding helps stand up institutions that can eventually operate without Canberra holding the pen, it will count as money well spent. For now, the announcement is best read as a marker of intent, and a reminder that the fight over who writes the rules for AI is already reaching into Australia’s closest neighbourhood.
