Google’s $15b India data centre hits activist wall

Google’s ambition to plant one of the world’s biggest artificial intelligence hubs on the coast of Andhra Pradesh has run into a problem that no amount of capital can simply engineer away: the people who live there. The company’s roughly US$15 billion project, its largest data centre commitment anywhere outside the United States, is now the subject of organised opposition from activists and farmers who say the development threatens their land, their water and their livelihoods.

Why data centre water cooling is Australia’s next AI flashpoint

The scale of the plan is difficult to overstate. Google intends to build a sprawling AI and cloud campus at Visakhapatnam, complete with gigawatts of computing capacity, new energy infrastructure and a subsea cable landing that would wire the region directly into the global internet. For the Andhra Pradesh government, it is a marquee win, proof that a second-tier Indian city can attract the kind of hyperscale investment that usually flows to Mumbai, Singapore or northern Virginia. For the households in the project’s path, it looks rather different.

What the news is

According to The Australian, campaigners have begun challenging the development, arguing that the land acquisition and the enormous resource demands of a facility this size have not been squared with the interests of local communities. The objections centre on the familiar pressure points of the data centre era: how much farmland is absorbed, how the water needed to keep tens of thousands of servers cool is sourced, and how a coastal population already exposed to cyclones and rising seas absorbs an industrial project of this magnitude.

Google, for its part, has framed the campus as a long-term investment in India’s digital economy, promising jobs, skills and the infrastructure to run the AI services that hundreds of millions of Indians increasingly use. The company has leaned on the language of partnership with state authorities, and Andhra Pradesh has been eager to reciprocate, treating the deal as a signal that the region is open for the most sophisticated technology capital in the world.

Two ways of seeing the same campus

The dispute is really a clash of two legitimate framings. On one side sits the development case, which is genuinely strong. A hyperscale AI hub brings construction work, permanent technical roles, training pipelines and a gravitational pull that draws suppliers and start-ups into its orbit. Governments across the developing world are competing hard for exactly this kind of anchor tenant, and losing one to a neighbouring state carries real political cost.

On the other side sits the extraction case. Data centres of this scale are among the most resource-hungry structures humans build. They consume electricity at the level of small cities and, depending on the cooling design, can draw millions of litres of water a day. When that demand lands in an agricultural region where water is already contested between farms, towns and industry, the arithmetic becomes zero-sum in a way that glossy investment announcements tend to skate over. The activists are not, in the main, opposed to technology. They are asking who pays the environmental bill and whether the people nearest the fence line will see any of the promised prosperity.

That tension is not unique to India. It is now the defining political question of the global data centre boom, and it is being fought out on almost every continent at once.

Why this matters for Australia

Australians should read the Visakhapatnam fight as a preview rather than a distant curiosity, because the same forces are already reshaping our own landscape. Sydney and Melbourne host the bulk of the country’s data centre capacity, and the pipeline of new projects has swelled as hyperscalers race to build the compute that generative AI demands. Firmus and its backers have committed billions to AI factories on Australian soil, and the sums moving through the sector locally now rival the headline numbers coming out of Asia.

With that scale comes the same contest over land, water and power. Australia is the driest inhabited continent, and water-hungry cooling systems sit awkwardly against a history of drought and tightening allocations. Regional communities weighing grid connections and industrial development are asking versions of the questions being posed in Andhra Pradesh: what do we actually get in return, and what does it cost the catchment. The debate over how data centres draw on the electricity grid has already become entangled with the country’s energy transition, and water efficiency in cooling is fast becoming a live planning issue rather than a technical footnote.

There is a competitive dimension too. Every dollar Google directs to India is a dollar not spent in Australia, and governments here are acutely aware that sovereign AI capability depends on attracting exactly this class of investment. The lesson from India is not that the money should be waved through, but that projects which fail to bring their host communities along tend to stall, litigate and generate the kind of reputational friction that ultimately deters the next investor. Social licence, in other words, is now part of the business case.

What happens next

The immediate question is whether the opposition in Andhra Pradesh forces changes to the project’s footprint, its water sourcing or its consultation process, or whether the state pushes ahead and absorbs the political heat. Google has strong incentives to be seen managing the concerns rather than steamrolling them, given how closely regulators, investors and rival host nations are watching. Expect a period of negotiation, promises around recycled water and renewable power, and continued pressure from campaigners who have learnt that hyperscale projects are vulnerable precisely at the point where they meet the community.

For Australian policymakers, developers and the communities near proposed sites, the more useful exercise is to watch how the resource questions are resolved abroad and to insist on answers before construction begins here, not after. The AI build-out is not slowing down, and the countries and states that handle its footprint most credibly will be the ones that keep attracting the capital. The fight over a coastal Indian campus is a reminder that the hardest part of building the future is rarely the technology. It is the land, the water and the people already standing on it.
