Australia’s rush to build the physical backbone of the artificial intelligence economy has run into an awkward question: who pays for the power, the water and the land, and who gets a say before the concrete is poured. That tension has sharpened this week, with the federal government facing renewed calls for a moratorium on new datacentre approvals in the wake of Prime Minister Anthony Albanese‘s national AI blueprint.
The blueprint, positioned by Canberra as the country’s roadmap for capturing the economic upside of AI, leans heavily on domestic compute capacity. In practice that means datacentres, the vast, energy-hungry warehouses of servers that train and run AI models. Building more of them at home is central to the government’s pitch of a sovereign AI capability, one that keeps sensitive data and critical infrastructure on Australian soil rather than routed through offshore hyperscalers. But the same facilities that make the blueprint work are exactly what a growing chorus of critics now wants paused, at least until the rules catch up.
How we got here
Datacentre construction has been accelerating across the eastern seaboard and, increasingly, into regional centres such as Wagga Wagga, where developers are chasing cheap land and grid connections. The appeal for governments is obvious. The facilities promise construction jobs, a claim to being at the frontier of the AI boom, and a hedge against relying entirely on American cloud giants. The catch is that this infrastructure is unusually thirsty. The case against slowing down

On this view, compute capacity is the raw material of the AI era, and any country that throttles its supply hands the advantage to competitors. If Australian firms cannot access domestic compute at scale, they will simply rent it from offshore providers, exporting both the economic value and the strategic control the blueprint is meant to secure.
Industry figures also point out that the newest facilities are increasingly being paired with renewable generation and more efficient cooling, and that blanket bans fail to distinguish between a well-sited, well-powered project and a poorly planned one. The better answer, they argue, is smarter approvals rather than no approvals, with conditions that force developers to bring their own clean power and to be transparent about water draw. A pause, in this framing, risks freezing out the very investment that could fund the grid upgrades everyone agrees are needed.
What it means for Australia
For Australia the stakes are unusually concrete because the country is trying to do two hard things at once. It is attempting to decarbonise an ageing electricity system while simultaneously inviting in one of the most power-hungry industries ever conceived. Those goals can be complementary, if new demand underwrites new renewable capacity, or they can collide, if datacentres soak up clean electrons that would otherwise have helped retire coal.
The politics are equally delicate. The blueprint is a signature economic play, and a moratorium would read as a rebuke of it, yet the government also cannot afford a repeat of the community anger that has greeted gas projects and transmission lines in regional Australia. Water adds another layer, particularly for inland sites where every megalitre is contested. Regional councils, which often lack the technical capacity to assess a project of this scale, are being handed decisions with state-shaping consequences. How Canberra and the states divide responsibility for approvals, and whether they impose national standards on energy and water, will shape not just where these buildings go but whether the public accepts them at all.
What is next
A formal moratorium remains unlikely in the near term, given how tightly the blueprint is bound to the government’s growth story. The more probable path is a tightening of conditions: mandatory renewable power purchase agreements, disclosure of water use, and clearer consultation requirements before shovels hit the ground. Expect state planning ministers, who hold most of the levers, to face the sharpest pressure, and expect the energy market operator’s demand forecasts to become a political document in their own right as they try to model how much load this build-out will actually add.
Whatever Canberra decides, the debate has already reframed the conversation. The question is no longer simply whether Australia should chase the AI economy, but whether it can do so without handing the bill to communities that never signed up for it.
