Allan’s Labor team turns to AI in bid for Victorian election win

Artificial intelligence has crept into almost every corner of Australian working life over the past two years, from the banks to the classroom, and now it appears to be reaching one of the most sensitive arenas of all: the machinery of an election campaign. A report in The Australian says the team around Victorian Premier Jacinta Allan is betting on the technology to help secure victory at the next state election, a poll that is shaping up as one of the toughest tests Labor has faced in Victoria for more than a decade.

The context

Victorian Labor has been in office since 2014, and after four terms the arithmetic of incumbency is getting harder. The state election is due in late November 2026, which puts the campaign machinery of both major parties into gear right about now. Allan inherited the premiership from Daniel Andrews in September 2023 and has spent much of her time since managing a difficult budget position, a heavy debt load and a run of contested infrastructure decisions. Any tool that promises to sharpen a campaign’s efficiency, stretch a finite pool of volunteers further and get the right message to the right voter is going to look attractive to a party staring down that kind of contest.

That is the backdrop against which the AI story lands. Political operatives everywhere are experimenting with generative tools to draft copy, sort voter data, test messages and automate the grinding administrative work that eats up a campaign’s hours. What makes the reported move notable is less the novelty of the technology and more the setting, because a sitting government using AI to help win an election raises questions that a marketing team using it to sell insurance simply does not.

What is reported

The Australian’s account frames the Allan team’s approach as a deliberate bet, a decision to lean on AI as part of the strategy for holding power rather than a stray experiment at the edges. The specifics of exactly which tools are in play, and how far into the campaign they reach, sit behind the masthead’s paywall, so the fuller detail belongs to that reporting. What is clear from the framing is that senior figures in Labor’s Victorian operation see AI as something closer to core infrastructure for the coming campaign than a curiosity.

None of that is unique to Victoria. Campaigns in the United States and Britain have already used generative models to draft fundraising emails, build voter-contact scripts and personalise outreach at a scale that would have needed a small army a decade ago. The Australian twist is that the country still has no comprehensive, purpose-built law governing AI use, which means a campaign adopting these tools is largely writing its own rules as it goes.

Two ways of reading it

Supporters of the approach would argue there is nothing sinister about a modern campaign using modern tools. Every party has for years used data analytics, micro-targeted advertising and automated phone systems, and AI is arguably just the next rung on that ladder. Used well, it can free up staff and volunteers to do the human work of doorknocking and persuasion, while the software handles the repetitive drafting and sorting. On that reading, a party that refused to touch AI would simply be campaigning with one hand tied behind its back.

The counter-view is more wary. Generative AI is notorious for producing confident errors, and a chatbot or drafting tool that invents a policy detail or garbles a costing could put false information into the public conversation with a government’s name attached. There are also live questions about transparency, because voters generally do not know when the message in their inbox, the reply on a service line or the image in an ad has been machine-generated. Privacy advocates worry about how voter data is fed into these systems and where it ends up. Those concerns are not hypothetical in the current climate, given how much recent Australian coverage has focused on AI going wrong, from rogue automated systems to disputed AI-driven enforcement decisions.

Why it matters for Australia

This is where the Victorian story becomes a national one. Australia does not yet have a dedicated AI act, and the federal government has spent much of the past year signalling a shift toward firmer rules without landing a comprehensive regime. Political campaigning is one of the areas where that regulatory gap is most exposed. Electoral law covers authorisation of ads and truth-in-a-limited-sense provisions, but it was not written with generative models in mind, and it says little about disclosing when campaign material has been produced or shaped by AI.

Victoria has already shown appetite for moving ahead of Canberra on technology policy, having flagged its own AI and social media measures. A high-profile campaign use of AI by the governing party could sharpen the argument that the state, and the country, needs clearer guardrails around political applications specifically. It also sets a precedent. If Labor leans on these tools in Victoria and the Coalition follows, the 2026 poll could become a testing ground for how far AI reaches into Australian democracy, and voters, regulators and the media will be watching what norms get established along the way.

There is a workforce and trust dimension too. Australians have been told repeatedly that AI will reshape their jobs and their public services, and polling has shown a good deal of unease about the technology’s spread. Seeing it turn up inside an election campaign, arguably the most public exercise of trust a democracy runs, is likely to feed rather than settle that anxiety. How the Allan team handles disclosure and accuracy could shape whether the public reads political AI as a sensible efficiency or as one more place where a machine is quietly making decisions on their behalf.

What is next

The immediate question is transparency. Will the Allan government, or Labor’s campaign arm, say plainly where and how AI is being used, or will it be left to journalists and opponents to prise the detail out? Expect the Coalition to probe the issue, both to score political points and because it faces the same temptations and will want cover for its own use of the technology. Expect too that the Australian Electoral Commission and its state counterpart, along with privacy and integrity bodies, will be asked whether existing rules are fit for an AI-assisted campaign. With the poll a little over a year away, there is time for a public debate about the boundaries before voters go to the ballot box, and this report may be the moment that debate begins in earnest.
