Western Australia’s push to become a genuine contributor to the nation’s defence technology base has taken another modest but telling step, with local researchers set to share $1.1 million to develop technologies aimed at defence and national security. The money flows through the Defence Science Centre’s Collaborative Research Grant program, and it will back six university-led projects running across 2025 and 2026, spanning everything from shore-to-ship laser communications to autonomous sea ambulances.
The grants, reported this week by Manufacturers Monthly, are the sort of early-stage funding that rarely makes headlines yet often decides whether an idea in a university lab ever reaches a warfighter, a paramedic or a factory floor. The Defence Science Centre, a collaboration between the WA Government, Australian and international defence agencies and the state’s universities, runs the Collaborative Research Grant program precisely to bridge that awkward middle ground where good science struggles to attract commercial or defence dollars on its own.
What the money is buying
The headline projects give a sense of where WA’s research strengths lie. Shore-to-ship laser communications sit squarely in the emerging field of free-space optical links, a technology that promises far higher data rates than radio and, crucially for a military, communications that are much harder to intercept or jam because a laser beam is narrow and directional rather than broadcast across the spectrum. For a maritime nation with the longest coastline to defend in the Indo-Pacific, secure high-bandwidth links between land and vessels are not an academic curiosity.
The autonomous sea ambulance concept is the kind of dual-use idea that tends to excite both defence planners and civilian health services. An uncrewed vessel able to reach a casualty at sea, stabilise them and bring them to shore has obvious value in a naval or coastguard setting, but it also speaks to a distinctly Australian problem: how to deliver emergency medical care across vast, thinly populated stretches of ocean and remote coastline. The remaining projects sit under the same broad banner of defence and national security applications, and the involvement of artificial intelligence and autonomy in several of them reflects where the money and the strategic anxiety increasingly sit.
These are not multimillion-dollar programs of record. Split six ways, $1.1 million buys the early, higher-risk work that proves whether a concept holds together, funds a couple of researchers and a postgraduate student or two, and generates the results that can then be pitched to Defence, primes such as BAE Systems or Thales, or a venture investor. That is the point. The scheme is designed to de-risk ideas so that larger funders feel confident writing bigger cheques later.
Two ways to read it
Supporters of programs like this argue that sovereign capability is built from exactly this kind of patient, unglamorous seed funding. Australia’s defence strategy, reshaped by the AUKUS pact and the 2023 Defence Strategic Review, leans heavily on the promise of home-grown advanced technology in areas such as autonomy, quantum, hypersonics and undersea systems. You cannot buy a sovereign industrial base off the shelf, the argument runs, and small collaborative grants keep university talent engaged with defence problems rather than drifting offshore or into more lucrative commercial fields.
The sceptical view is harder to dismiss than it once was. Critics of Australia’s research funding model have long warned that the country is good at generating clever ideas and poor at commercialising them, and that a scatter of small grants can leave promising work stranded in the so-called valley of death, too mature for research funding but too unproven for a defence procurement that measures contracts in the hundreds of millions. The concern is not that projects like laser communications lack merit, but that without a clear pathway to scale, the intellectual property and the people can end up being picked up overseas. The recurring national debate about whether Australia is building AI and advanced technology or simply hosting versions developed elsewhere applies just as sharply to defence research.
The Australian stakes
For Western Australia specifically, the grants land at a moment when the state is arguing loudly that it should be more than a quarry for the defence build-out. Perth is home to the future submarine sustainment work at Henderson, and the state government has made no secret of its ambition to anchor a broader advanced-manufacturing and defence-technology cluster on the west coast rather than ceding that ground to the eastern seaboard. University research grants of this sort are part of the connective tissue that a cluster needs, linking academics, small firms and the primes.
There is a national dimension too. Australia’s strategic geography places its most exposed approaches in the north and west, which makes maritime autonomy, resilient communications and remote medical logistics genuinely relevant rather than notional. The technologies being funded map closely onto the capability gaps the Commonwealth has repeatedly flagged, and the dual-use nature of much of the work means the benefits need not stay confined to Defence. An autonomous vessel that can reach an injured sailor could just as easily serve a regional health service or a resources company operating offshore.
What happens next
With the projects funded across 2025 and 2026, the real test comes at the far end, when the results are in and the researchers go looking for the next tranche of support. The measure of the Collaborative Research Grant program will not be the announcement but whether any of these six ideas graduate into something a defence customer actually buys, a company actually builds, or a health service actually deploys. WA will be watching to see whether its investment in the front end of the innovation pipeline is matched by the harder, more expensive commitment to see the best of these technologies through to the other side.
