India and Australia forge tech pact on AI and cyber security

Australia and India have moved to formalise a broad technology partnership covering artificial intelligence, cyber security and critical supply chains, a step that lifts the two nations’ fast-growing relationship out of the diplomatic communique and into the practical business of chips, data and rare earths.

The arrangement, reported by CRN Asia, is pitched as a way to knit together two economies that are increasingly wary of concentrated technology supply chains and increasingly ambitious about what artificial intelligence can do for their industries. For Australia, it is another plank in a decade of steadily thickening ties with New Delhi, from the Economic Cooperation and Trade Agreement to the Quad grouping that also takes in the United States and Japan.

The context

India and Australia have been circling closer on technology for several years. The two governments already run a Cyber and Critical Technology Partnership, and both have poured money into research collaboration, critical minerals and clean energy. What has been missing is the connective tissue that turns memoranda into commercial outcomes: shared standards, joint funding, procurement channels and a clear signal to industry that projects spanning the Indian Ocean will be backed at the government level.

That is the gap this partnership is meant to fill. By bundling AI, cyber security and critical supply chains into a single framework, Canberra and New Delhi are signalling that they view these as one problem rather than three. You cannot build sovereign AI without secure compute and reliable inputs. You cannot secure critical infrastructure without trusted suppliers. And you cannot claim resilience in either if the raw materials, from lithium to gallium, run through a single choke point.

The news

Under the partnership, the two countries are expected to expand cooperation on artificial intelligence research and safety, coordinate on cyber security threats and incident response, and work to diversify the supply chains that underpin advanced manufacturing and electronics. Critical minerals sit at the heart of that last strand. Australia is one of the world’s largest producers of lithium and a significant source of rare earths, while India is racing to build the processing and manufacturing base to feed its electronics and defence sectors.

The framing matters. Rather than presenting the deal as a straightforward trade opportunity, both governments have leaned into the language of resilience and security. That reflects a hard lesson of the past few years: pandemic disruptions, chip shortages and geopolitical friction have taught mid-sized economies that efficiency alone is a fragile strategy. Redundancy, trusted partners and geographic spread now count for as much as price.

Two views

Supporters argue the logic is compelling. Australia has minerals, research strength and a stable regulatory environment but a small domestic market and a thin manufacturing base. India has scale, engineering talent and a booming appetite for digital infrastructure but wants more diverse and secure sources of critical inputs and technology. On paper, the two are complementary rather than competitive, and a formal partnership lowers the friction for companies trying to build across both markets.

Sceptics counter that these announcements have a long history of promising much and delivering slowly. Bilateral technology frameworks can founder on mismatched standards, differing privacy and data rules, and the simple fact that private capital, not governments, ultimately decides where factories and data centres get built. There is also the question of whether Australia’s small pool of AI and cyber talent can support yet another international commitment when domestic demand for those skills already outstrips supply. Without funding, timelines and named projects, the risk is that the partnership becomes another line in a joint statement.

What it means for Australia

For Australian industry, the practical prize is access and legitimacy. A government-backed channel into the Indian market gives local start-ups, miners and cyber firms a smoother path to one of the fastest-growing digital economies on earth. Australian critical minerals producers, many of them still hunting for downstream processing partners outside China, may find willing offtake and investment partners in India. Cyber security vendors, an area where Australia has quietly built genuine expertise, gain a larger stage.

There is a sovereignty angle too. Canberra has spent recent years talking up “sovereign capability” in AI and critical technology, wary of over-dependence on any single supplier or platform. Diversifying towards a democratic partner in the Indo-Pacific fits that strategy neatly, and dovetails with the Future Made in Australia agenda and the national push to build local compute and data infrastructure. If the partnership can channel Indian demand into Australian mines, labs and security firms, it strengthens the argument that the country can be more than a quarry and a customer.

The flip side is competition for talent and investment. India’s technology sector is vast and moves quickly, and Australian firms will need to bring genuine differentiation, in research, in trusted-supply credentials, in niche cyber capability, rather than assume proximity and goodwill will carry them. The partnership opens a door; walking through it profitably is another matter.

What’s next

The real test will be implementation. Watch for the specifics that turn a framework into activity: joint research funding, agreed data and AI standards, critical minerals offtake agreements, and any co-investment vehicles that let companies on both sides share risk. Alignment on AI safety and governance will also be closely watched, given both nations are still shaping their domestic rulebooks and neither wants to be a standards taker.

For Australian businesses, the sensible move now is to map where they fit. Miners should be sounding out Indian processors and manufacturers. Cyber and AI firms should be probing which programs and procurement channels the partnership opens. Universities and research institutes, long the quiet engine of the bilateral relationship, will likely be first to feel the benefit through joint grants and exchanges.

Australia and India have talked for years about being natural partners in the Indo-Pacific. This technology pact is a bet that in AI, cyber security and the minerals that power both, the two can finally turn geography and goodwill into something that ships, secures and pays.
