The Australian Computer Society has thrown its weight behind the Federal Government’s plan to stand up a dedicated Office of AI, but the country’s peak body for technology professionals is already making clear where it thinks the new office should spend its energy. Coordination and strategy are fine, the ACS argues, yet none of it will matter unless Australia gets serious about the people who actually build, govern and deploy these systems.

The endorsement, reported by Australian Cyber Security Magazine, lands as the Government moves to house the Office of AI within the Department of the Prime Minister and Cabinet. That placement is deliberate. Sitting it at the centre of the bureaucracy, rather than parking it in a single portfolio, signals that Canberra wants AI treated as a whole-of-government concern touching everything from productivity and industry policy to national security and service delivery.

The news

For the ACS, the creation of the office is a chance to correct what it sees as a persistent blind spot in the national conversation. Much of the political attention on artificial intelligence has fixed on data centres, sovereign compute, model access and the regulatory guardrails around high-risk uses. All of that is necessary. But the society’s central point is that Australia cannot regulate, procure or govern technology it does not have the workforce to understand, and that workforce question has been treated as an afterthought.

The ACS wants the Office of AI to make skills a first-order priority rather than a line item. That means investment in training pipelines, clearer pathways into the profession, and a framework for recognising the competence of the people working on these systems. Professional recognition matters to the ACS for a straightforward reason: if the public and government are being asked to trust automated decisions in areas like health, finance and welfare, there should be an identifiable, accountable body of practitioners standing behind those systems, with credentials that mean something.

It is a familiar theme for the organisation, which has long argued that Australia undervalues the difference between using software and being qualified to build and assure it. The arrival of generative AI has sharpened that distinction. Tools that once required specialist teams can now be spun up by almost anyone, which is precisely why the ACS says the governance and assurance layer, the part that decides whether a system is safe to release, needs recognised expertise rather than enthusiasm.

Two ways to read it

Supporters of the ACS position see the skills argument as the missing piece of Australia’s AI ambitions. The country has spent much of the past year debating whether it is genuinely building AI capability or merely hosting the infrastructure of others, and a skills-led office would tilt the answer towards the former. On this view, an Office of AI that funds training, sets recognition standards and works with universities and industry could do more for long-term sovereignty than any single data centre.

The more sceptical reading is that a new office risks becoming another coordinating body that produces strategies and consultations without shifting outcomes on the ground. Critics across the political spectrum have already questioned the timing and ambition of the government’s approach, with some arguing the office arrives late and others warning it could add bureaucracy without adding capability. From that angle, the ACS call for a skills focus is less a nicety than a test: if the office cannot demonstrably move the dial on the workforce, it will struggle to justify its existence.

There is also a quieter tension inside the skills debate itself. Recognition frameworks and professional standards can lift quality and accountability, but if they are drawn too tightly they can also slow the flow of talent into a field that is desperate for it. The challenge for any office taking up the ACS agenda will be to raise the floor on competence without pulling up the ladder on the many self-taught and cross-disciplinary practitioners who have moved into AI work from adjacent fields.

Why it matters for Australia

The stakes here are unusually concrete. Australian employers have been reporting persistent shortages of people with genuine AI and data capability, and the gap is widest in exactly the roles the country needs to govern the technology responsibly: assurance, safety, model evaluation and the translation of policy into working systems. Enterprises are pushing ahead with adoption regardless, which is how the nation has ended up worrying about shadow AI and about staff using tools faster than organisations can put oversight around them.

A skills-led Office of AI speaks directly to that mismatch. If the government wants public confidence in automated decision-making, particularly after repeated warnings about the use of AI in welfare and other high-stakes settings, it needs a workforce that can be held to account. Professional recognition is one lever for that, giving agencies and businesses a way to know who is qualified to sign off on a system and providing a route for individuals to demonstrate they are. It also feeds the broader sovereignty debate: a country that trains and retains AI talent has far more control over its technological future than one that imports both the models and the expertise to run them.

For the ACS membership, there is a professional interest at play as well, and it is worth naming plainly. A body that certifies practitioners stands to gain influence from any framework that formalises recognition. That does not make the argument wrong, but it does mean the government will need to design any recognition scheme so that it serves the public interest first and is not captured by any single organisation.

What’s next

Attention now turns to how the Office of AI is actually resourced and staffed once it is established inside Prime Minister and Cabinet, and whether skills and recognition are written into its remit or left to the industry and education portfolios to sort out separately. The detail will reveal how seriously Canberra has taken the workforce message. Expect the ACS and other industry groups to keep pressing on funding for training, clearer professional pathways and a recognition framework that the rest of the economy can actually use.

The broader question sitting behind all of it is the one Australia has been circling for months. The country can build data centres and write strategies, but neither substitutes for people. Whether the new office treats skills as its foundation or as a footnote will say a great deal about how genuine the national AI push really is.
